About Nav
Cookies and similar technologies on nav.no
About which cookies and similar technologies we use, what we use them for, and how you can manage your cookie settings.
What are cookies?
Nav uses cookies and similar technologies when you visit our website and use our logged-in services. This is technology that stores small pieces of information in your browser, or that retrieves information about your computer, tablet or mobile. In this text, we use the term "cookie" to describe this type of technology.
We need cookies to make nav.no as secure and user friendly as possible.
Which cookies do we use?
If you consent, we will use optional cookies to collect data for statistics and analytics, and to conduct voluntary user surveys and tests.
Why do we use optional cookies?
The goal is to collect data that helps us improve our website and services. The data provides us with valuable insights into:
- How people interact with our website and services
- What needs our users have
- What tasks they are trying to complete
- What obstacles might be getting in their way
This insight helps us make targeted improvements, making it easier for our users to find, understand and use information and services on nav.no. By collecting insights over time, we also measure the impact of changes we make.
The data we collect is only used to make Nav’s state and municipal services better. We have taken several steps to make sure the data cannot be linked to you as an individual. We cannot guarantee that this is impossible, but we consider the risk to be low. We do not share the data with third parties, and we never use it for marketing or commercial purposes.
The choice you make does not affect your right to receive benefits or services from Nav. You will get the help you are entitled to, whether you choose to accept optional cookies or not.
Overview of optional cookies and their purposes
Below you’ll find information about:
- which insight tools we use and what we use them for
- which cookies and technologies are used
- how long the cookies are stored
- what types of data are collected
- how the data is used
If there is an asterisk (*) after a name, the description applies to all cookies that start with that name.
We use Flexjar for voluntary user surveys on specific services or pages. These surveys help us understand how people experience our pages and services – for example, how satisfied they are or what can be improved. This insight allows us to create better pages and services for our users.
flexjar-*
Used by the Flexjar tool to remember if you have completed a survey or chosen not to take part, to make sure you will not be shown the same survey more than once. The information is stored locally in your browser and is automatically deleted after 30 days.
We use Task Analytics to conduct user surveys. These surveys provide insight into what tasks our users are trying to solve, if they manage to complete their tasks, and what might be preventing them. This information helps us improve content and services, making it easier for everyone to find what they need.
_tajs*
Only used if you have agreed to participate in a survey. It remembers which survey you have volunteered for, so you can answer it later at your convenience.
Stored temporarily while you use our website or services and is automatically deleted when you close your browser.
ta-dekoratoren-*
The data contains a technical ID that remembers whether an invitation to participate in a survey has already been shown, so that you don't see the same invitation multiple times. Stored for a maximum of 90 days before being deleted.
What other types of data are stored?
- Browser and version
- Operating system
- Device type (for instance mobile or PC)
- The web address you visited before and after the questionnaire
- The answers you provide in the questionnaire
The IP address is used only for technical monitoring and security. It is not stored together with your survey responses, ensuring that the data remains anonymous and not linked to you as an individual.
We use Skyra to conduct user surveys. These surveys provide insight into what tasks our users are trying to solve, if they manage to complete their tasks, and what might be preventing them. This information helps us improve content and services, making it easier for everyone to find what they need.
Skyra temporarily use the IP-address to determine approximate location (country and city), before pseudonymizing it.
Information about each individual survey is deleted when you close the browser tab. Information about which surveys you have been offered is stored locally on your device for 365 days to ensure that you are not offered the same survey again.
skyra*
Used to save the answers you give during a survey.
skyra.state
Used to remember the user and wether surveys have been opened, closed or completed.
Umami is a tool for analysing user behaviour data that helps us understand how people use nav.no and our digital services.
The goal is to collect, analyse, and interpret data to gain deeper insights into our various user groups, and what their needs are, how they navigate through our solutions, their actions and choices made along the way, where they potentially drop off, and why. By tracking behaviour over time, we can identify challenges, test improvements, and measure the impact of changes.
The data we collect includes, among other things:
- How many people visit different pages, and how long the visits last.
- How many users are logged in, and which services they use.
- How people navigate between pages or steps in a process.
- Which buttons, menus, and links people click on, and which functions they use.
- How many manage to complete important tasks, such as sending an application or using a calculator, and where they potentially drop off.
- The choices they make along the way, and how they respond to questions and options.
- How they found the page or service, for example via internal links, links from other websites, or search engine results.
- Which browsers are used, the browser language, the type of device used (mobile or PC), and approximate geographic location (country and city).
When you use our logged-in services, we may register certain information about you to provide accurate guidance and calculations. This information may be used to analyse how our solutions work for different user groups. These groups are defined based on shared characteristics, for example age group, language preference, whether they already receive financial support from Nav, or if they are applying for the first time.
The data is not linked to you as an individual, and analyses are only conducted at a group level. We never use the data to track individual usage patterns or compile information that could identify individuals.
Umami does not use cookies, but collects information about your browser to create a unique ID (often called finger printing). This ID is used to distinguish you from other users. To prevent identification, we remove parts of your IP address before the data is sent to the tool.
When you consent to the use of optional cookies, Nav uses a separate cookie to remember your choice (navno‑consent). This cookie also contains an anonymous ID. We use this ID to collect data and see how users return to our services over time through Umami. The ID is linked to your consent and is kept for up to 90 days, or until you withdraw your consent.
We use UXTweak to carry out various types of user testing, such as click tests and tree tests. This helps us understand how well new and existing features on nav.no are working, and whether different changes have the desired effect.
usertest-*
Used to remember if you responded to or declined a voluntary survey, for example through UXTweak. This cookie is owned by Nav and is not associated with UX Tweak in any way.
The data includes an anonymous ID, used to track which survey version (e.g., A, B, or C) you were selected for, so you get the right version if you choose to participate later.
Deleted after 30 days.
We use UX Signals to recruit to and conduct user tests. We test both new and existing solutions to identify what works and what doesn’t, so we can make targeted improvements.
UX Signals does not use cookies, but it uses similar technologies to detect your browser’s language and time zone (fingerprinting).

Your privacy rights
The Norwegian Directorate of Labour and Welfare is responsible for processing your personal data. This includes information collected through cookies and similar technologies.
To protect your privacy, we have taken several steps to prevent that data we collect through cookies and similar technologies can be traced back to you. Because of this, some of the rights you normally would have under data protection laws — such as the right to access, correct, object to, limit, or delete your data — may not be possible to fulfil in this context. To do so, we would have to collect significantly more personal data in an attempt to identify you, which is both illegal and contrary to good privacy practices.
Contact us if you have questions
If you have questions about privacy or your rights, you can contact Nav’s Data Protection Officer.
You can complain to the Norwegian Data Protection Authority
If you believe that your personal data is being processed in a way that violates privacy regulations, you have the right to file a complaint with the Norwegian Data Protection Authority.
