The agreement means, among other things, that people who settle in Norway do not lose social security rights they have earned in the UK, and that they are guaranteed access to necessary health care during their stay in the UK. Read more about the new social security agreement at regjeringen.no.
How does Brexit affect your social security rights?
Even if the UK is no longer member of the EU, EU’s rules on the coordination of social security systems still apply in many il cases. This means that you might have the same social security rights as you would have had if UK were still a member of the EU.
If EU’s rules on coordination of social security systems do not apply, social security rights will be coordinated by a bilateral social security agreement between Norway and the UK. The bilateral agreement limits your social security rights somewhat compared to EU’s rules on coordination of social security systems.
It is stated in the separation agreement between the EFTA countries, which include Norway and the UK, who will still be covered by EU’s rules on coordination of social security systems. The rules on who will be covered are quite complex. However, below you will find some of the main features.
Did you travel from Norway to the UK after the turn of the year 2020/2021?
If you travelled to the UK for the first time after the turn of the year 2020/2021, as a main rule, EU’s rules on coordination of social security systems will not apply.
The social security agreement between Norway and the UK was revised December 2020. This revised social security agreement contains provisions to determine the applicable legislation, i.e., whether the British or the Norwegian social security regulations apply. In addition, the agreement contains provisions on coordinating health services and old-age and survivors' pensions. In most cases, the social security agreement does not coordinate other benefits. This means, for instance, that during your stay in the UK, you are only entitled to benefits from the Norwegian social security scheme if you are covered according to Norwegian social security legislation.
If you travel to the islands of Jersey or Man, you might have better social security rights than if you travel to "mainland" - Great Britain and Northern Ireland.

This applies even if you returned to Norway before the year-end 2020.
Did you travel from the UK to Norway or another EEA/EU country before the year-end 2020/2021?
If you travelled to Norway or another EEA/EU country before the year-end 2020/2021 and have been in Norway or other EEA/EU countries without interruption since, EU rules on coordination of social security systems will still fully apply.
If you have earned social security time in Norway before the year-end 2020/2021, you will still be credited with this time for example when calculating a pension in accordance with EU rules on coordination of social security systems. This applies even if you returned to the UK before the year-end 2020/.
