You might have rights to unemployment benefits (dagpenger) if you are temporarily laid off (permittert) or unemployed.

I live in Norway

If you have become wholly unemployed and live in Norway, you should apply for unemployment benefits (dagpenger) in Norway.

I am wholly unemployed

I live in another EEA country and I am a frontier worker

You are defined as frontier worker if you have returned to your country of residence (another EEA country) at least once a week.

If you have become wholly unemployed from your work in Norway, you must apply for unemployment benefits (dagpenger) in the other EEA country where you resided during your last employment.

I live in another EEA country and I am not a frontier worker

You are not defined as frontier worker if you have worked in Norway and returned to your country of residence (another EEA country) less often than once a week.

If you have become wholly unemployed from your work in Norway, you can choose to apply for unemployment benefits in Norway, or choose to return to your country of residence and apply for unemployment benefits in that country.

If you choose to remain in Norway, you can apply for unemployment benefits in Norway.
If you choose to return to your country of residence, you can apply for unemployment benefits in that country.

The wage guarantee scheme ensures that you as an employee are paid wages, holiday pay, and other employee pay you are due, when your employer goes bankrupt. The application to the wage guarantee scheme must be submitted by way of the estate administrator. Here you can read more about our processing times for the wage guarantee scheme (in Norwegian).
While you are waiting for your application for the wage guarantee funds to be processed, you can apply for an advance on the wage guarantee funds. The advance is paid out in the form of unemployment benefits, and you apply for this advance by submitting an application for unemployment benefits.
When you submit an application for unemployment benefits, you can choose to apply for an advance on the wage guarantee funds in the form of unemployment benefits, and at the same time apply for unemployment benefits for the period following the end of your wage guarantee funds.

I am temporarily laid off (permittert) or partially unemployed

I live in Norway

If you have become temporarily laid off (permittert) or partially unemployed and live in Norway, you should apply for unemployment benefits (dagpenger) in Norway.

I live in another EEA country and I am a frontier worker

You are defined as a frontier worker if you have returned to your country of residence (another EEA country) at least once a week.

If you have become temporarily laid off (permittert) or partially unemployed from your work in Norway, you can receive unemployment benefits from Norway and stay in your country of residence.

I live in another EEA country and I am a non-frontier worker

You have worked in Norway and returned to your country of residence (another EEA country) less than once a week.

If you have become temporarily laid off (permittert) or partially unemployed from your work in Norway, you can receive unemployment benefits from Norway.

The main rule is that you must stay in Norway to qualify for unemployment benefits from Norway.

Exception from the requirement to stay in Norway applies if you are a non-frontier worker.

How do you apply for unemployment benefits in Norway?

Register as a job seeker (this also applies to persons who are laid-off)
Apply for unemployment benefit
You must submit the employment status card every 14 days.
Register your CV with NAV
Make sure that your correct account number is registered with NAV

Please note that you will receive unemployment benefits at the earliest from the day you registered as a job seeker and applied for unemployment benefit.

You must stay in close contact with your employer when you have been temporarily laid off (permittert) and notify NAV of any changes in your situation.

Holiday pay and unemployment benefits (feriepenger og dagpenger)

Recipients of unemployment benefits in 2021, can be entitled to receive holiday pay by the end of June 2022.

You do not need to apply for holiday pay. If you received unemployment benefits in 2021, you will receive a letter from NAV, stating whether you will receive holiday pay or not.

You are entitled to get holiday pay if you got unemployment benefits in 2021, and:

you do not receive unemployment benefits by 31. May 2022.

You are receiving unemployment benefits by 31. May 2022 , and used all or some of your earned holiday with unemployment benefit in 2021.

or
You do still receive unemployment benefits on 31. May 2022, but have not earned the right to have holiday with unemployment benefits yet.

You are normally not entitled to holiday pay if you in the period 1. January to 30. May 2022 are entitled to 4 weeks holiday with unemployment benefits. This applies regardless of whether you have taken holidays or not in 2022.

If you are not entitled to holiday pay, you may be entitled to up to 4 weeks of holiday while receiving unemployment benefits.

You can still obtain the right to holiday pay

You can choose to stop your unemployment benefits from May 30. 2022 to be entitled to holiday benefits from unemployment benefits.

If you want to continue to receive unemployment benefits after 30 May 2022, you should apply for unemployment benefits again as soon as possible. You can receive unemployment benefits at the earliest from the day you send a new application for unemployment benefits.

You must consider whether it is an advantage for you to stop the payment of unemployment benefits for a short period in order to receive holiday pay. You should look at what you will be paid in holiday pay compared to what you lose in unemployment benefits during the suspension period. The holiday pay amounts to 10.2 per cent of the unemployment benefit you received last year. Please note that there may be a long case processing time for resumption of unemployment benefits.

What does NAV consider your country of residence?

NAV will make an assessment of what your country of residence is based on where you are employed, where you have housing, where you spend your free time and the like.

Apply for work in another EEA country?

You may be entitled to retain unemployment benefits from Norway for up to 3 months when traveling to another EEA country to apply for a job. You must submit a separate application to NAV before traveling.
