Your residence in Norway must be lawful and in order to become a member of Norwegian National Insurance, you must intend to stay here for more than 12 months. If you have a strong tie to the country and will be here between 3 and 12 months, you can apply for voluntary membership.
If you reside in Norway for up to 12 months, you will not, as a general rule, become a member of Norwegian National Insurance. However, EEA-citizens are entitled to health services for their home country’s account. When you come from an EEA-country, you must bring your European Health Insurance Card with you to provide evidence of this entitlement.
