Lump-sum grants are given for a birth or an adoption if you do not qualify for parental benefits.
In order to be eligible for a lump-sum grant, you must be a member of the National Insurance Scheme at the time you give birth to or adopt a child.
If you give birth to a child and have not earned the right to parental benefits, you may be given a lump-sum grant at the time of birth. The lump-sum grant is given for each child you give birth to.
If you adopt children under the age of 15 and have not earned the right to parental benefits, you may be given a lump-sum grant for each adopted child. This also applies if you are male and adopt by yourself.
The adoption of the child of a spouse does not qualify you for a lump-sum grant.

The Norwegian Parliament determines the size of the lump-sum grant.
The grant is not taxed.
You must submit a written application for a lump-sum grant. If you apply for a lump-sum grant for a birth you must use the form "Application for a lump-sum grant for a birth - NAV 14-05.07".. If you are applying for a lump-sum grant for an adoption you must use the form "Application for a lump-sum grant for an adoption - NAV 14-05.08".

The lump-sum grant is usually paid in connection with the birth/adoption. For a birth, the lump-sum grant may at the earliest be paid when the pregnancy has lasted for 26 weeks.
You must apply for a lump-sum grant within six months of the birth or, in the case of adoption, being awarded custody.
