Children under the age of 18 years whose need for care and supervision is significantly greater than that covered by ordinary attendance benefit may be eligible for higher rate attendance benefit.
This is on the condition that the higher rate attendance benefit will increase the ability of the child to remain living at home.
When assessing the individual's care and supervision needs to determine the rate of benefit, importance is attached to the following factors:
It is the total workload of the person who provides care and supervision that is decisive, not expenses linked to hiring external assistance or loss of income as a result of the care burden.
If the child dies, the parents of a child who received attendance benefit for three years or longer are entitled to continue receiving attendance benefit during a transitional period of three months after the need for care and supervision has ended.
There are three rates of higher rate attendance benefit.
You must submit a written application for higher rate attendance benefit. Apply using the special form "Krav om hjelpestønad" (claim for attendance benefit) – form no. NAV 06-04.04, which can be found under "Skjema" ("Forms") in the menu on the right.
When you select a form, you are automatically taken to a guide to completing the form. Here you must indicate which enclosures and what sort of documentation you must submit with your application. A cover page will also be generated. To help the Norwegian Labour and Welfare Administration (NAV) process your application quickly and efficiently, please submit the information given on this cover page. Enclose the cover page at the front of your letter.

As applicable, other reports, for example, from the pedagogical-psychological service (PPT) or the child's school.
Attendance benefit is a tax-free benefit and is paid out once a month. Higher rate attendance benefit is paid until the month in which the child turns 18.
Report changes in conditions that might affect your benefit payment to your local NAV office as soon as possible.
