Employment schemes are tools to help jobseekers gain work. If you participate in an employment scheme, you are entitled to certain financial benefits.
How much will you receive?
The basic benefits and child supplements are to cover your day to day costs and are provided for the days in which you participate in the scheme. You can also receive a child supplement for children in your care who are below the age of 16. You must present a birth certificate, proof of residence or a proof of address in order to be entitled to a child supplement.
You may also receive supplementary benefits to cover extra expenses you incur in connection with the employment scheme. You must document the expenses.
You are not entitled to these benefits if you
Child benefits, cash-for-care benefits and children's pensions do not affect your rights to benefits while participating in an employment scheme.
If at the start of the scheme you receive or have applied for unemployment benefits, you can choose whether to receive unemployment benefits or benefits while participating in an employment scheme. If you receive unemployment benefits while participating in the scheme, you may be entitled to have your transport costs covered. You will not be entitled to other supplementary benefits.
If you participate in an employment scheme through the Qualification Programme, you will receive qualification benefits instead of basic benefits and child supplements. However, you can apply for the supplementary benefits described above to cover documented extra expenses you incur as a result of your participation in the employment scheme.
How to apply
When you start the employment scheme you will receive a claims form for benefits while participating in an employment scheme (individual benefits).
Documents that must be submitted with your claims form
You must submit a filled in claims form to your local office of the Norwegian Labour and Welfare Administration (NAV) as soon as possible. The NAV office can help you fill in the form.
Appeals against the decision
The appeal must be submitted in writing to your local office of the Norwegian Labour and Welfare Administration (NAV). The NAV office can assist you in writing the appeal. You must continue to submit your employment status form even if you are appealing a decision.
The deadline for appeals is six weeks from the date the decision arrived in your letter box.
If the appeal is accepted, you will be paid benefits in arrears only for those days you have been registered as an actual jobseeker. You must also meet the general requirements for the benefits.
What you can do on your own
How much will you receive?
The basic benefits depend on your age at the time of application. You will receive the high rate if you are above the age of 19, and the low rate if you are below the age of 19. Rates are detailed below.
When are the benefits paid?
You will receive payment for the days during which you participated in an employment scheme, and for national holidays connected to Christmas, New Year, Easter, Pentecost, 1 May, 17 May and Ascension when these are days you would normally be attending an employment scheme.
Benefits that are calculated based on the information on your employment status form are paid approximately two to four days after the Norwegian Labour and Welfare Administration (NAV) has registered your employment status form. This applies to the basic benefits, child supplements, transport supplements, care supplements and supplements for living away from home.
Other benefits are paid when the Norwegian Labour and Welfare Administration (NAV) has received sufficient documentation to assess your application and make payments.
All benefits described here are not subject to tax, and do not count as pensionable income.
