All units that are registered with the Central Coordinating Register for Legal Entities as employers, or which run businesses without any employees, have two (or more) organisation numbers – one for the legal entity and one for the business (the operation).
Units that have only one business (the operation)
For those units that have only one business (the operation) it will normally be the organisation number for the legal entity that is shown. For technical registration reasons, a "hidden” organisation number for the business (the operation) has been created in addition to the organisation number for the legal entity.
When the unit has only one business (the operation), the organisation number for the legal entity will be used when submitting notifications about an employee to the NAV State Register of Employers and Employees (The EE-register). (Employees will be registered against the "hidden” organisation number for the business).
Rules for allocation by businesses (operations)
If a unit (employer) runs business at several separate locations (addresses), each business must be registered by is own organisation number. Exceptions to this rule among others, are transport, building, and construction businesses. For these trades, only one business will be registered for each address where there is a permanent branch or administrative office.
Similarly, several businesses must be registered if a unit runs different trade activities at the same location, and each trade employs at least 5 persons on full or part time. For example, this would apply to a bakery that runs a café with its own and bought in goods in addition to the production of bread, cakes etc.
Use the organisation number for the business (the operation) where the employee works when filing notifications with the NAV State Register of Employers and Employees. If an employee leaves one operation to work in another operation under the same legal entity umbrella, an amendment must be filed. Termination notifications are only to be filed when an employee is no longer employed in one of the operations covered by the organisation number at the legal entity level.
Public sector operations often have a more complicated structure than private sector operations and to solve this, an intermediate level is set up called an organisational section.
NAV will treat the organisational section as an employer here. This means that amendment notifications will only be filed where an employee moves between operations under one organisational section, while a termination notification will be filed when an employee is transferred to work in another operation under the organisation number at the legal entity level.
