The EE-register is a register that records the relationship between employers and employees. The purpose of the register is to satisfy a need by public authorities for such information while undertaking their duties.

Information about how and when employers must report details to the EE- register is given below.
Notification for inclusion
By inclusion, we mean circumstances where an employment is created, or when an employee resumes work after being withdrawn [from the register], for example, when granted leave of absence. Notification for inclusion must be sent in if the intention is for employment to last at least seven days and is likely to involve an average of no less than four hours work per week.
Notification for inclusion, change in, and termination of employment must be sent no later than the Friday of the week after employment terminated, change took place, or employment commenced.
Employees who are employed in seasonal jobs, for example as employees at winter sport facilities, must be withdrawn when the season is over, and then reported for inclusion when employment resumes. This applies even when the person concerned has a permanent post.
The following must not be reported for inclusion in the register:
Foreign employees who are taken on by employers for construction and assembly work on-site and are reported to SFU (Central Office Foreign Tax Affairs).
Hired-in personnel for whom the persons/businesses hiring out staff are responsible.
It is not possible to report about future inclusions.
Working hours
Here, the average contracted working hours per week must be stated in number of hours, with minutes shown to 2 decimal places. For example, this means that 37 and a half hours will be registered as 37.50. Appointments expressed in percentages must be converted to hours per week. Employees employed on an hourly basis are to be included in the register if during one month they more an average of more than four hours per week. Employers must estimate expected working hours here.
Occupation
State what the person’s job is here. Occupation must be stated in accordance with the occupation standard coding STYRK maintained by Statistics Norway. (www.ssb.no/emner/06/yrke). It will be possible to find the appropriate occupation code by using the search function on the electronic form for EE notification.
Alternatively, employers can specify the occupation in free text if using the manual form. If the occupation title is stated in free text, this must be described as precisely as possible.
For example:
Do not state just "worker,” but driver, watchman, carpenter, refuse collector, storeman etc.
Avoid using terms that suggest circumstances other than an occupation, e.g. temporary staff, monthly paid, extra help, shift worker, relief worker.
Changes
A date for when a change in employment took place must be stated here. The change must be reported when contracted working hours change, or if the employee is transferred to another activity (operation) within the same unit (applicable only to conglomerate enterprises).
Termination
Notification of terminated service must be reported when employment ceases, or when leave of absence is granted with or without pay, for more than 14 days, and also for maternity leave and study leave. This does not apply however, when the person on leave holds a paid office from his/her original employer during the leave of absence, nor does this apply if the employee is undertaking refresher training with the armed forces. Notification of termination must also be reported in the event of illness lasting more than 12 months and when the average working hours per week over a consecutive period of at least two weeks is less than four hours. The same will apply to persons on severance packages/redundancy pay who are not working, and if the employee leaves the country for more than 12 months’ service in connection with employment. Notification of termination at some future date is not permitted.
Account number for refund of sick pay
The EE-register also records/amends companies’ account numbers for refunds of sick pay and other benefits. A signed notification in writing from the employer is required to register this. Post, fax, or scanned notification by e-mail are the acceptable methods for doing this. Employees at sea, on vessels or moveable installations
Employees at sea, on vessels or moveable installations must be reported to the EE-register. By employees at sea, we mean Norwegian or foreign persons working on vessels/moveable installations that are registered in the Norwegian Shipping Register (NOR) or the Norwegian International Shipping Register (NIS), and employees on moveable installations on the Norwegian continental shelf and engaged in oil-related activities. Norwegian and foreign persons working on foreign registered vessels and moveable installations are also covered by this duty to report if the employer is responsible for paying employers’ contributions for the persons concerned.
Notification for inclusion, changes to, or termination of, employment at sea or on moveable installations must be reported no later than the Friday of the week after employment terminated, the change took place, or employment commenced. Please note that special rules apply to the duty to report while at sea.
For example, notification of changes must be reported each time an employee at sea transfers from one of the employer’s vessels to another.

D-numbers
In order to be registered on the EE-register, foreign employees must have a D-number.
D-numbers are an eleven-digit number that identifies a foreign employee who does not have a Norwegian personal ID registration number. In order to obtain a D-number, copy of passport is required.
The Population Register at the Mid-Finnmark Tax Assessment Office allocates D-numbers.
