- The EE Register provides an overview of the link between employer and employee. Pursuant to the Norwegian National Insurance Act § 25-1 and associated regulations, all employers have a duty to check and if necessary amend the information in the EE Register. The Annual Control should contribute to the accuracy and completeness of the information in the Register.
- All employers have a duty to check and if necessary amend the information in the Annual Control and return it to the NAV EE Register.
-The NAV EE Register requires a copy of the passport for registration of employees without a D-number.
- Employers sending an entry enclosing a copy of the passports of newly employed foreign maritime employees without a Norwegian personal ID number will be provided with an allocated D-number via the EE Register. The employer will then once a month receive a letter from the EE Register with the employees’ D-numbers. The employer must then pass this on to the employees who have a duty to keep a record of it.
-If the employee has two or more active employment contracts the NAV EE Register must receive resignation/termination notification for these before a new employment contract/appointment can be registered.
-If the employee has left the company: enter termination date.
-If the employee has changed vessel/signal letters: enter termination date.
-Where the employer (recipient of the Annual Control) does not have employer responsibility but pays a fee to a manning agency, the employee is not considered to be an employee of the company. In these circumstances the employee is not to be registered against the company's organisation number, but the agency's.
-The entity that, itself or on behalf of another, pays a consideration on which employer's National Insurance contribution is payable, is considered the employer.
NAV Employer and Employee register, maritime relations department, was set up and put into operation with effect from 01.
January 1989.
The reason for setting this up was that the public administration needed a register which linked employers with their
employees (employees at sea).
Statistics Norway prepares official statistics on the basis of the NAV Employer and Employee register.The register is also important for the work of the Norwegian Maritime Directorate, the National Insurance Service and taxation authorities. Consequently, considerable demands are made on the quality of the register.
In section 6 of the regulations governing the register of employers and employees, an employers required to report the circumstances of employment no later than Friday of the week following its commencement or termination. The desired quality of the register can only be achived if the employer observes this duty of reporting to the NAV Employer and Employee register(the EE-register).
The annual control is intended to ensure that the information submitted previously, confirms with the printout of the
register. The list must be checked/corrected and returned complete to the NAV Employer and Employee register within the given
deadline. The list MUST BE RETURNED even if the information is consistent with the actual circumstances.
An employer who does not make returns of additions and deletions to the employment register and who does not return the annual control, may be subject to a daily coercive fine. We will enforce the collection of this fine through the enforcement officer/the court of enforcement. The employer will have to pay for the extra cost brought about by this enforcement.
The list is drawn up on the basis reports which have been sent to NAV Employer and Employee register. Basically, the annual control will only cover circumstances rising in the previous and current year. Reports which have been sent to NAV Employer and Employee register during the last two weeks will not normally be included on the list. Therefore, if you have submitted reports after this time, please check this prior to making any alterations/additions. Employees are listed alphabetically by the employer`s registration number and the vessel on which they are registered.

Check that the organization number is correct in relation to the signal letters. See new front page of ANNUAL CONTROL form.
NAME
Check that the name of foreign employees is spelt correctly.
NORWEGIAN IDENTITY NO.
Check the date of foreign employees. Note that identity number, 40 is added to the date of birth, e.g.: 041140xxxxx becomes 441140xxxxx.
SIGNAL LETTERS
Check that the registered signal letters correspond with the employment
details. Some of your employees may have been entered against a
registered signal letter called “Nybygg. Send a new “report on seamen with the new name and signal letter. Box 3.2 is where you
fill in the date when the vessel got the signal letter.
EMPLOYMENT IN THE SHIPPING COMPANY
Upon entering into a new employment relationship, state the initial pay date.
DATE OF COMMENCING
Enter the day the employee physically enters the vessel.
DATE OF TERMINATING OF SERVICE
State the day the employee actually leaves the vessel.
DATE OF TERMINATING EMPLOYMENT
State the day the employment relationship is ended.
HOLIDAYS/DAYS OFF
To be entered only if the employeer has terminated his employment.
POSITION
State the main position of the employee. NB! If the position is changed during the period of employment, enter the new position and the date of change.
Corrections are to be made by writing the correct information under, and in the same box, as the previously entered information.

If you have employed personell who do not feature on the list, the standard reporting form must be completed.
